About Us

Originally founded in 1938, NCHS is a 501 (c)(3) non-profit organization. We are not a chapter of, or funded by, any national, state, or local humane organization. Our shelter is independent, directed by the staff, and governed by a Board of Directors.

Funding which enables the NCHS & SPCA to develop, implement, or expand its programs and services comes from generous contributions, membership gifts, and bequests received from caring people throughout the community.

These special people and special gifts help us turn our bold visions as animal advocates into realities - and for that generous support we are always deeply grateful.

2006 Board of Directors

Conrad Herring, President

Conrad Herring brings more than 15 years of experience as an attorney to NCHS. A man of many talents, he is also a real estate broker serving the North County for the last 10 years.

Herring first started as an active volunteer with NCHS in 2005, helping with several fundraising events. As part of his charity work he played a major role in helping NCHS build a dog park behind the shelter. Herring is a very active member of the community volunteering his time with several organizations. In addition to NCHS, he also serves on the board of Directors for Del Mar Community Connections which provides services to senior and special needs citizens living in Del Mar

Herring graduated from the University of Arizona with a BS in Finance and from the Seattle University School of Law

Pamela Hower, Vice President

Pamela Hower is a strong animal advocate. Pamela is the ministry head for "Wagging Tails" Animal Ministry, assisting people with their ill and/or dying animals. Pamela volunteered at the Helen Woodward Animal Center in the Pet Encounter Therapy Program and found it a wonderful experience. Pamela is organizing the "Wagging Tails Brigade" pet visitation program serving people in nursing homes, children hospitals, and wherever the need arises. She served on the Board of Trustees at Seaside Church as secretary from 1990-92.

In her professional career, Pamela has trained distributors in her nutritional company and has also worked in the banking, grocery and hotel industries. Pamela currently lives with Abbie, a 17-month old German Shepard mix, rescued from an animal shelter.

Lara Magallon, Secretary

Lara Magallon is a real estate professional, with an extensive background in sales and marketing. She currently works as a senior loan officer at Associated Brokers, Inc. Her achievements have spanned her entire career including being recognized as a top salesperson at “Standards of Excellence”. She was awarded “Loan Officer of the Year” 2003-2006 – Equity National Funding and earned their “Highest Gross Profit Award” in 2005. Magallon during her tenure with Genigraphics Corporation she was ranked one of their top three Account Executives in the united states.

Magallon is very active in the community, her past service includes the Carlsbad Chamber of Commerce , where she was voted Committee Member of the Year 2002; Make A Wish Foundation as a Fundraiser/Volunteer - 2000-2003, Flora Vista School Volunteer 1999-2001, and as a board member with the American Brain Injury Association.

Magallon has a bachelors’ degree in Political Science and Comparative Literature from San Diego State, and a Masters’ in Business Management with an emphasis in marketing from the University of Redlands. Her educational honors include the Dean’s list. She is currently studying to become a minister through the Church of Religious Science.

Robert "Camo" Gleisberg, Director

Robert Gleisberg is the Education and Membership Development Officer at Pacific Marine Credit Union. Gleisberg served in the United States Marine Corps as Assistant Chief of Staff / Comptroller at several installations including MCAS El Toro, Marine Corps Air-Ground Combat Center 29 Palms, and Camp Pendleton. He retired from the Marine Corps in 1989 after 23 years of service.

Gleisberg is a very active member of the community; he currently serves on the Oceanside Chamber of Commerce Board of Directors, Pacific View Charter School Board of Trustees, and the Veterans Association of North County Board of Trustees.

Gleisberg holds a bachelors’ degree in Business Administration from the University of Nebraska.

Mike Davis, Director

For the last 18 years, Mike Davis has owned and operated a financial services and insurance agency in Escondido.

A native Californian, Davis received his Bachelors degree from the University of Redlands. A true lover of animals, Davis also graduated from the Animal Behavior College as a certified Dog Trainer and was certified by Animal Behavior & Training Associates, Inc. as a Group Class Obedience Instructor.

Over the years, Mike has served on numerous social and civic organization boards and committees.
